Basque premier sends Spanish PM open proposal for political pact

In the document, he points out the need to support processes of negotiations and the pledge to let Basque society decide its future, and he proposes the creation of an organ between the Autonomous Community and Navarre.

Basque premier Juan José Ibarretxe sent Spanish Prime Minister José Luis Rodríguez Zapatero an “open proposal of political pact”, as he already announced last night in an interview with the Basque public radio station Radio Euskadi.

As Basque premier himself explained, the agreement both of them could reach must be passed by Basque Parliament and must be approved through a referendum “called by both governments on October 25”.

Basques’ right to decide their future

In the document for the political proposal, Ibarretxe points out that Spain’s Prime Minister and himself should boost a process based on two commitments: “the ethical one for the end of violence supported by the processes of negotiations held by those who want to achieve it, and the democratic commitment for the normalization that can guarantee Basque citizens they can decide their future”.

The agreement reached by both governments must have several bases for consensus. The national identity of Basque people must be recognized.

Moreover, Spain’s government must respect the “decisions taken democratically by Basque people” about their political future.

The decisions must be taken “without violence and coercion”, following legal proceedings in accordance with current legislation, but they can be modified in the future.

What is more, the pact must guarantee that “all projects” could be defended.

“A common institutional organ” for the Basque Autonomous Community and Navarre

The document envisages the possibility of creating a common institutional organ for the Autonomous Community of the Basque Country and Navarre, which would have executive and legislative competences.

If all Basque parties develop the pact and reach an agreement, it will be subjected to referendum before 2010 ends.

As for the Basque language, it must be the official language in the Autonomous community of the Basque Country (Biscay, Gipuzkoa and Alava) and Navarre together with he Spanish language.
