Biscay’s county councillor José Luis Bilbao proposed a “great agreement” with “political and institutional expression” between Basque Nationalist Party PNV and Basque Socialist Party PSE-EE which allows “to make a new legal-political framework that could express our capacity to decide our future”.
He also explained that none of the “four Basque political movements” (democratic nationalism, Spanish Right, socialism and Basque leftist movement), have the capacity to “lead Basque Country’s present and future on their own”.
Thus, he defended the need to reach “a great understanding” and a “great agreement” that “can only be coordinated by socialist and nationalist democratic worlds”.
However, he added that “ both sides must be ready for it so that this can be possible, and at this moment in time Socialist party is not in favour of doing it”.
According to Bilbao, this agreement should allow to “overcome the political conflict", “build a new legal-political frame with guarantee of respect and compliance", and “coordinate the capacity to decide our future”.
On the other hand, Bilbao thought that “this country will keep being ill”, as long as ETA’s activity goes on, initiatives such as Basque premier’s plan for referendum “with the influence that terrorism exerts” will not be able to be dissociated.
